 Similar schemes were also being implemented to provide free coaching to students belonging to Other Backward Classes (OBCs) and Minorities.  With a view to ensure effective implementation and monitoring and to assist the students in a better manner, the separate coaching schemes for SCs, OBCs and Minorities were amalgamated and a combined Scheme, namely, 

'Coaching and Allied Assistance for Weaker Sections including Scheduled Castes,  Other Backward Classes and Minorities was introduced with effect from September, 2001.  iii) After creation of a separate Ministry to handle matters relating to the Minorities viz.  The Ministry of Minority Affairs, the Scheme underwent further revision in April 2007 for removing the minority component from the ambit of the scheme and to accommodate other changes deemed necessary at that point of time.  The last revision of the Scheme came into effect from 01.04.2016.  

2. Objective The objective of the Scheme is to provide coaching of good quality for economically disadvantaged Scheduled Castes (SCS) and Other Backward Classes (OBCs) candidates to enable them to appear in competitive examinations and succeed in obtaining an appropriate job in the Public / Private  Sector.

  3. Courses for Coaching The courses for which the Coaching will be imparted shall be as follows: i) Group A and B examinations conducted by the Union Public Service Commission (UPSC), the Staff Selection Commission (SSC) and the various Railway Recruitment Boards  (RRBs);  ii) Group A and B examinations conducted by the State Public Service Commissions;  iii) Officers' Grade examinations conducted by Banks, Insurance Companies and Public Sector Undertakings (PSU);

Premier Entrance Examinations for admission in (a) Engineering (eg. IIT - JEE), (b) Medical (eg. NEET), (c) Professional courses like Management (eg. CAT) and Law (eg. CLAT),  and (d) Any other such disciplines as Ministry may decide from time to time.  v) Eligibility tests / examinations like SAT, GRE, GMAT and TOEFL.  vi) Entrance examination tests for CPL courses / National Defense Academy and Combined Defense Services.  

4. Distribution of slots amongst types of competitive examinations 60% of total available slots shall be allotted to the courses for which qualifying exam is graduation (Bachelor's level).  40% of total slots shall be for thecourses for which qualifying exam is Class 12.  5. Category - wise Ratio of Candidates The ratio of SC and OBC students to be coached under the Scheme will be 70:30.  In case of non - availability adequate number of candidates in a particular category, the Ministry of Social Justice and Empowerment can relax this ratio.  6. Eligibility criteria for students (

1) Only students belonging to SCs and OBCs having total family income from all sources of Rs.8.00 lakh or less per annum will be eligible for benefits under the Scheme.  However, SC / OBC candidates belonging to a Minority community shall not be eligible under this scheme and can apply under the similar scheme of Ministry of Minority Affairs.Following guideline shall be followed for income certificate Income declaration of self - employed parents / guardian should be  in the form of a certificate issued by Revenue Officer not below the rank of Tehsildar.  Employed parents / guardians are required to obtain income certificate from their employer. 

 Employed parents / guardians should obtain consolidated certificate from Revenue Officer for any other additional source of income.  ii) The students must have secured the minimum marks in the qualifying examination of the competitive exam for which coaching is sought, as prescribed in the said guidelines of the said competitive exam.

Regarding the High Court's decision, Education Minister Bhupendrasinh Chudasama said that after receiving a copy of the Gujarat High Court's verdict on school fees in the state, the state government will meet Chief Minister Vijay Rupani and Deputy Chief Minister Nitin Patel regarding the verdict. 

The state government will take an appropriate decision after deliberation in this meeting.

The demand for parents to get maximum relief in tuition fees

Naresh Shah, President of the Board of Trustees, said that considering the representations made by the Government of Gujarat, school administrators, and the All Gujarat Board of Trustees in the hearing of the petition filed by the government against the school administrators in the High Court regarding 25% reduction in tuition fees. 

He said that the government has all the power to decide on the reduction of fees until the form is implemented and directed the government to take a decision immediately. 

All fees except tuition fees collected by school administrators have already been waived by the government and the High Court. It is the demand of the parents to take the maximum decision regarding the tuition fee until the schools are fully started.

"The government has applied to the high court for directions as the school administrators do not believe in our decision to waive 25 percent fee," said Vishal Dave, counsel for the parents.

 On the other hand, the school administrators submitted that this application of the government is not maintainable. We will give relief after investigating the case of the guardian. We do not approve a 25 percent fee waiver decision.

Advocate Vishal Dave further said that when the representation was made on behalf of the Board of Governors, the decision to reduce the fee by 25 percent was practical and should be implemented. The government has powers under the Epidemic Act and the Disaster Management Act.

Administrators are willing to waive the fee increase of 5 to 12 percent approved by the FRC

Earlier, the Gujarat government had filed an application in the High Court against the arbitrariness of school administrators in collecting fees. 

In response to the petition, the school administrators had filed an affidavit in the High Court a week ago. The affidavit states that the administrators are willing to waive the 5 to 12 percent fee increase that the FRC approved for schools by keeping student fees unchanged.

In the two meetings held by the government with the administrators, they were not ready to bow down at all, the government had submitted in court.

 The government, in its application to the High Court, submitted that a meeting has been held with the administrators in the fee case to find a middle ground. Education Minister Bhupendrasinh Chudasama said that the Gujarat High Court will study the verdict on school fees after receiving a copy of the verdict.  7. Sindhi Language Question Paper (005) The answers to the question paper of the subject code can be written in Sindhi Devanagari or Sindhi Arabic script. 

 8. The seating arrangement of the examination is arranged keeping in view the situation of CoVID-19.

The Union Ministry of Health and Family Welfare on Tuesday issued the Standard Operating Procedure (SOP) for the partial commencement of studies from Std 9 to Std 12. The study will start in the classes on 21st September. The ministry said the school was free to decide whether to start studying there.

Everyone has to follow these rules


Teachers, students and school staff must keep a distance of 6 feet. You need to be careful about washing your hands, wearing a face cover, keeping your hands on your mouth when sneezing, constantly monitoring your health, and spitting.

If the children go to school, he has to take care of these things

1. Must wear a face mask.

2. There must be a distance of 6 feet between two people.

3. Can't spit anywhere.

4. Take care of your health.

5. You will be asked to download the Health Bridge app where necessary.

6. Have to wash your hands after a while.

7. Hands should be washed even if they do not look dirty.

8. Permission to study online will continue, it will be encouraged.

9. Children will go to the school of their own free will. But parents must consent in writing.

10. There will be strict restrictions on sports activity and assembly.

11. If AC is on, its temperature will be between 24 to 30.

12. Maintain humidity level 40 to 70 percent in AC.

13. Only schools outside the containment zone will be allowed to open.

15. The gym can be used only on the basis of guidelines, but the swimming pool will be closed.


16. School management will be responsible for providing face masks, head sanitizers to teachers and staff.

17. The employee involved in cleaning should be given a thermal gun, 
disposable paper towel, soap, 1 percent sodium hypochlorite solution.


18. The arrangement of the pulse oximeter should be mandatory so that the oxygen level of the anisometric can be checked.


19. There should be a covered dustbin and proper disposal of waste.

20. Sweepers must be properly trained before being hired.

21. Students will not be able to exchange books, copy of study material, pencil, pen, water bottle.

22. At the time of the practical, the student will go to different sections. Large numbers of students cannot be taken to the laboratory at the same time.


What will be the guideline for the school

Separate time slots will have to be arranged for students to study.

Can be studied outdoors instead of in the classroom.

Online and distance learning have to be arranged.

The school campus, classroom, laboratory, classrooms, bathrooms will have to be sanitized before the school is opened.

The school which was allotted as a quarantine center will have to be sanitized with extra care and caution.

50 percent of teaching and non-teaching staff can be called to the school for online teaching and tele-counseling.


Contactless attendance will have to be arranged for students instead of biometric attendance.

Marking should be done at a distance of 6 feet above the ground in a line. The arrangement will be on the inside and outside of the school.
People will not get admission.


Students, teachers, or staff from the quarantine zone cannot come to school
Symptomatic students will not be allowed to come to school.
If a student, teacher, or employee is ill, they cannot be called to school under any circumstances.


What to do in case of symptoms in students, teachers, or staff

They will be isolated immediately. Where no one else will be allowed to go
Parents should be informed about this.


He will be asked to wear a face cover until the doctor tests him

Contact the nearest hospital or state helpline immediately
The entire campus will be disinfected again.


Regular counseling will be given to students or teachers if they are suffering from stress or mental illness.
