In the state of Gujarat, regarding the treatment of the injured after the vehicle accident, the Government of Gujarat, Department of Health and Family Welfare, Resolution No .: HSP / 19018 / N.B. Introduction: The accident happens to one person in the house but the whole family has to suffer the consequences. In this too, when the person in charge of the house dies in an accident, the whole family becomes mentally and financially destitute. With the increasing number of vehicles, the number of accidents on the road is increasing. According to experts, if the victims are admitted to the hospital within the first hour (golden hour), at least 50% mortality can be avoided. Immediately after the accident (golden hour) is the first hour in which 'emergency medical treatment is required and if no such treatment is available or immediate treatment is not given after the accident, most of the accident victims die. In view of this, it was under the consideration of the government to provide free medical treatment to the person injured in any vehicle accident in any part of Gujarat for the first 3 hours of the accident within a fixed financial limit and to provide health protection.

Resolution: The above reference number: (2) The date of the above mentioned office of the Health Commissioner. Pursuant to the proposal made in the letter dated 19/06/2018, from the budgetary provision of the year 2016-17, the person who has been the victim of a vehicle accident in the state of Gujarat, regardless of his financial status, state and nationality, should get the benefit of this scheme and all government, trust and private Rs. The expenditure of Rs. Rules of the scheme: 1. Beneficiary: All the injured in a vehicle accident within the limits of the State of Gujarat irrespective of the financial status, state or nationality of any person. 2. Consent Form: - The hospital will have to get the letter of no from the injured / injured relatives as they want to avail the benefit of this scheme and submit it along with the claim form. . Outline and Benefits of the Scheme: - (3.1) During the first 3 hours, Rs. 50,000 / - per free treatment will be eligible for immediate treatment for each injured person. Out of the expenses incurred for such treatment, operation etc. given to such injured persons during the first 3 hours, Rs. The treatment cost per person up to the limit of Rs. 50,000 / - will be paid directly by the State Government to the hospitals. (4.3) All persons injured in a vehicle accident at any place in the State of Gujarat, irrespective of any income limit, by all government hospitals, trust operated and private hospitals in the state who are residents of Gujarat or residents of other states or other nations.
To all such persons Rs. 60,000 / - per person will be eligible for free treatment. The cost will be borne by the state government. (4.3) The injured will be entitled to free treatment at fixed rates for the first 3 hours after the vehicle accident. In which the following necessary treatment is Rs. 30,000 / - should be given. a) Dressing of the injured part, stabilization, facial stabilization, treatment of shock condition, X-ray, injury operations, CT scan, MRI. , Alhasound, Blood Transfusion etc. b) Treatment of head injuries, c) Treatment in the Intensive Care Unit (ICU), d) Treatment of abdominal and gum injuries, e) Primary treatment of all types of injuries and all treatments available at the hospital. If the hospital does not have a CT scan or other necessary diagnostic services available, it will be able to seek treatment from other nearby diagnostic centers. Which the hospital will have to pay and will be able to include the amount of expenses in the bill. Which will be paid within the prescribed rates of treatment. In any case, considering the condition of the injured in case of accident, if the stabilizing hospital refers a hospital with more facilities for further treatment of the injured, the cost of treatment during the first 3 hours by both the hospitals will be Rs. 30,000 / - per person will be available. Details of the treatment given by the first hospital while referring the case and its prescribed rate should be mentioned in the referral sheet of the hospital to which the case has been referred. E.g. Rs. 10,000 / - has been spent as per the prescribed rate and the hospital to which the case has been referred will now be charged Rs. 50,000 / - will be recoverable for the treatment done as per the prescribed rate. The various procedures for the treatment mentioned above, the rate of treatment involved shall be as per Appendix-1.
From time to time these procedures will be treated and its rates will be improved. Addition of additional procedures / treatments based on experience and revision of rates from time to time may be done in consultation with the Government. (2, 3) If the injured person has to be kept in the hospital for more than 3 hours or if more than Rs. 50,000 / - is spent in 2 hours, the additional expenses incurred by the injured person will have to be paid by the hospital itself. In case of treatment for more days as required, the injured person will have to bear the cost as per the norms of the trust / private hospital / government hospital in the hospital of his choice. (2.4 Injured if he is a beneficiary of Maa Maa Maa Vatsalya Yojana or other health oriented scheme of the State Government, he can also avail additional treatment under that scheme. (4.3) The medical superintendent of the college affiliated hospital shall be required to verify the reasonableness of the amount of the actual cost of the bill or whichever is less than Rs. 50,000 / - and be available within the prescribed rates. The rules have to be followed, the hospital has to report the incident to the applicable police station and the details of the MLC number (Medico Legal Case Number) have to be submitted along with the bill. (4.2) No money will have to be paid in the hospital for treatment up to Rs. 50,000 / - in a trust / private hospital. To take any money The affidavit in this regard will have to be submitted to the Chief District Medical Officer of the concerned district / Medical College and the Medical Superintendent of the hospital affiliated to the Medical College.
(U.11) Bill of Procedure / Treatment provided to the injured person within 8 hours by the hospital Hospitals. And the injured will have to submit a consent form that they want to benefit under this scheme. (8.12) The bill submitted by the hospital has to be paid by the concerned officer within 60 working days. (6.12) If any question arises at the local level regarding the claim under this scheme, it shall be submitted to the Commissioner, Health, Medical Services and Medical Education Office within 15 days of the appearance of the question. (6.12) The Commissioner, Health, Medical Services and Medical Education Office shall make suitable arrangements for resolving the difficulties, complaints and questions arising during the implementation of the scheme and shall issue necessary guidelines as required. (5,12) Expenditure may be incurred for administrative and publicity as required for the implementation of this scheme. (6.15) This scheme is dated. Will be implemented from 16/7/2018. Conditions: - 1. Expenditure incurred under this sanction shall be subject to the budgetary provision for the year 2016-17 and within the limits of the grant allotted from time to time by the Finance Department. . Adequate budgetary provision will have to be made for the present work subject to the existing rules and in the coming financial years. 3. Expenditure in this regard shall be made in the prescribed manner as per the provisions of the permanent as well as from time to time applicable resolutions / circulars and rules of the State Government. . Grants allocated under this sanction may not be used for any other purpose. The remaining amount will have to be surrendered by the end of the year.
. The conditions prescribed under the scheme must be strictly adhered to. Is. If any change is to be made in the norms of the existing scheme and in the amount of assistance, orders of the State Government shall be obtained in this regard. . IT For the relevant work / service, action has to be taken as per the existing instructions of the Department of Science and Technology. . The principles of financial fairness must be adhered to in relation to the costs incurred under this sanction. . For this purpose, in the year 2016-17, under the following budgetary head, Rs. Provision of Rs. 2000.00 lakhs is available. 0 Demand No. - 2 o Main Head - R10 Provision of capital expenditure on medical and public health. 0 Sub Main Head - 01 - Urban Health Services (Allopathy) 0 Secondary Head - 110 - Hospital and Dispensary. 0 Sub Head - 01 - HLT - 2 Administration of Civil Hospital (Plan). . These orders are issued on the file of the same number of this department with the consent obtained from the note of the finance department dated 08/06/2018,
